‘The Masters had pulled New York underground for a specific purpose – namely to devour its soul. But a city's soul depends on its people, and with the city depopulated, it was no longer the tasty meal the Masters had anticipated. And voluntary immigration to the city had all but dried up. They were about to give up, and abandon the city, but a representative of the Brass Embassy of Hell proposed an alternative solution. By combining the Masters' powers with the powers of Hell, they could create a rift between dimensions and pull people in from different worlds.
The deal was made, and while it took a while for the rift to be created, it has been done, and people find themselves arriving in the city with a certain regularity. The population is growing, and the soul of the city is starting to revive and grow.
Which is good, right? Except that the Masters want to eat it, which probably won't have a very good effect on the people living there. And what is Hell's interest in the population?’

The Masters, entities of unknown origin who seem to have definite plans for the city, rule with a firm grip on what's left of the population. They are sometime aided, sometimes opposed by the Brass Embassy, a collection of demons and devils that represent Hell's interests in the city.
