I... might actually have a game for you, and I'm compliant with almost all of your preferences. I play over at savetheearth; everyone's playing a reincarnated version of their characters, and they regain memories, powers, and possessions over time. Kaname could definitely abuse her Whispered status, too, considering the tech level near to hand and the other characters we have available. Even aside from that, there are ways for mundane people to affect the plot, both large and small. You can also regain things like memories and powers at pretty much whatever pace you like.
