kiseki_rpg (game ad here) would LOVE to have Kyouko! We already have a Madoka and Homura in game, and having more of the magical girls would be great!
It IS a slice-of-life game, so I understand if that's not your cup of tea ultimately, but, it's a SOL jamjar game over on Insanejournal that's panfandom and inspired by CLAMP works (which falls in line nicely with a lot of tropes and themes featured in PMMM, I think). We're overall a medium-paced game (although we do go faster during events - which tend to occur either bi-weekly/monthly) and the bi-monthly AC is low-pressure (1 post or 40ish comments).
If you have any questions, I'll be happy to answer them. Like I said, I know you only take sol on case-by-case, so at the very least, good luck finding a place for your offerings :D
