I see you have some games already in mind for Luke but if you're still considering places for him, might I suggest dagaz. Along with Anakin here, we have Padme, Leia, Obi-Wan, and Siri Tachi.

It's AC is easy (one or two instances of play each month), it's not super fast paced, but it moves along. And there is a Meta plot (and the setting right now has the characters traveling to different planets).
