Unfortunately we have no special ruling for characters from Pokemon settings, we did have a Red for awhile and he used the normal starters and acquired a Pikachu early on (and somehow managed to roll a shiny Omanyte, praise Helix I guess?). In the interest of fairness, we can't allow any incoming characters to start with higher level Pokemon than normal, but there are ways to get to where you want to be with relative speed and we can potentially discuss special considerations for the type of Pokemon you start with. For example, in Cynthia's case, while Gible isn't available as a starter it is available in an area that can initially be explored. Apologies if this gets a bit technical with the mechanics, but she could have a Garchomp in the space of three weeks, one week to find it, and two weeks to intensively train to bring it up to its evolutionary point. Something we might be able to do (I make no promises I'd need to discuss it with the other mods) is allow her to, instead of taking the regular starter package, begin with a Gible since it's been on the map for awhile now, in which case it'd only take her 2 weeks to get it to a Garchomp (and if she were apped on, say, Thursday or Friday before we change over the new week on Saturday at Midnight EST she'd have a Garchomp in 1 week and some change, functionally coming in with her Garchomp).

Something we try to emphasize is taking a bit of separation from the core mechanics and how you construct your AU. While yes, your character (if you choose the Enlightened route) and your starter Pokemon begin at level 12, you have a lot of freedom to construct their role in the setting as one of power and respect. Looking at what you're going for, she may actually want to look at the Sword of the Savior, they're the elite force within the city of Union, typically nobility or exceptionally talented individuals. She could ICly be a member of some stature in the Swords, which is a route a number of other characters who in canon have high rank have taken (two in particular, Garen Crownguard from League of Legends and Ky Kiske from Guilty Gear come to mind). If you prefer, there are more scholarly angles as well, I guess that just depends on if you want her to be more combat focused or more scholarly focused since if memory serves she does both. Or you can have her be part of two organizations and have everyone be baffled at how she has the free time to do it.
