In general, Wake is pretty SoL with lots of room for plotting, due to characters being able to "bend" reality to their will in the city. We just finished up with a big battle for the city's fate type of plot, so things like that happen too. It's usually medium paced and very backtag friendly. You do start off with your character having no powers, but once they learn the whole reality bending bit they get all of those back, plus you can have them learn even more.

OK no but seriously we boast an Akame ga Kill! cast of Akame, Bulat, Susanoo, Kurome, Wave, Run, and Bols and we're trying not to kill each other, but I'm sure Night Raid would appreciate having their security guy around anyway just in case. Empatheias meets all your requirements, too: it's on DW, big on the backtags, slow-to-medium-paced (low entry volume but high comment counts, see again "big on the backtags"), mostly slice-of-life with some plotty bits, and powers retained.
Alternatively, we have Saber from F/SN if you'd rather play an actually cool assassin.

We're a slow-medium game (about 35~ characters) set in the aftermath of defeating a big bad, with lots of focus on world exploration and politics within the city. There's lots of opportunity for characters to make big impacts on how the plot develops, and between events is calmer city living times. Here is our Feb 2015 plot post, for example!
Powers aren't nerfed (unless they're game breaking), and our players are pretty scattered on the timezone map, so backtagging is a big thing for us.
