Oh hey I know from a stint at both Asgard and Portes (I played Echo in Asgard and Buffy in Portes). Anyway, might i suggest teleios. We've got a pretty large Who cast and it fits your other preferences really well. it's low AC, medium paced and it's got an over reaching slower moving plot.
