I'm pretty fine with any game where a police-type of character could work well! I don't care about him taking up any positions in the game, just a general this guy is used to try and leave no crime and/or mystery unsolved where he comes from and will try the same in the game (success optional) kind of CR would be more than enough!
(...and he totally doesn't see or hears things that nobody else can or has any help from a most unlikely source, now shut up before we're found out Sherlock! Tl;Dr Reincarnation sucks almost as badly as 'old friends' who can't let go of their favorite hobbies.)
