Ruby City, I believe fits almost all your requirements. I think it's a good medium paced game, the AC is easy peasy, and I'm trying to enable a cast, currently my friend and I are there as Jake Muller and Sherry Birkin. It's not really a horror game, but there are aspects of it that can give it a dangerous feel, some of the events, the surrounding creatures that are dangerous. It's plot driven - the mods and players are wonderful and friendly and it can really be whatever you make of it!
