Haven lets you keep all powers, though you'll sometimes lose them during an event, so any esper who shows up would have access to their full abilities! ... minus psychometry, since that gets nerfed at a little when it comes to reading Haven itself, since whoa spoilers.
But I would absolutely love to have anyone at all from ZKC! Hyobu kind of runs amok and has a mostly bad reputation with everyone he knows, so anyone from home showing up might put a big dent in that.
