Really it's pretty open how it affects them. At the very basic level you just get the strengths and weaknesses, they CAN cause physical changes if you want but they don't have to. The idea is to allow people a broad range of characters by making it very open. So ultimately a steel/ice type would shrug off a lot of basic physical attacks and probably be resistant to cold but wouldn't handle heat too well, or something.

Yep! Hell she could even say she learned to control the earth from Sandshrew.
