At bigapplesauce, we have Gabriel and Sam from SPN, and Peeta from THG. (I was about to say my Topher would recognise your Charlie cause Felicia, but sadly he's from before that canon point.)

It fits all of your requirements except we're not that plot heavy. We have one event per month, specifically dream parties open to test-drives, plus some more random ones here or there, but it gets a little slice-of-lifey. Besides that though, player-driven plots are highly encouraged, so feel free to cause some mayhem or suggest plots!
