OOC we are very pro supervillian. We have a number of them in game and people are pretty enthusiastic about plotting with them, and the setting definitely allows them to wield enough power and personal space to do their thing. It's heavily player plot focused so villains are encouraged to cause shit for people.
IC it definitely is more difficult to form casual CR than hero characters without a secret identity, since there is no reason in setting to not want to put them in jail, but AC is actually set up so you only have to do it for half your characters, so that characters that take more effort to thread can be kept on without being relied on for AC.
