Preferences

Slow paced, naturalistic for Bob (especially snow), gladiatorial for Chang (bonus if there's other Klingons) and goals for Romana (and probably Seven).

Oh wow, a Seven of Nine AND General Chang, way cool! outer_divide fits your criteria for everything except gladiatorial for Chang, being fairly slow paced with a metaplot that would give the others something to do. It's a sci fi mystery game with an open world to explore and interact with and a crashed space ship to get functional again, and lots of plot threads to pluck at and follow.

alteredstates meets all of your requirements depending on which muse you brought in. While the urban setting wouldn't suit Bob as well, I have to say this mod is loving seeing a Due South muse!

Have you looked at teleios? We have a large DW cast there with a mix of Old and New Who. There's a large metaplot involved in the game that can help create goals and other things for Romana.
