Sizable is about the most understated word you could use to describe that ridiculously awesome cast. How has the game not imploded yet?

How does interaction work between tributes and non-tributes? I notice the whole MCU cast are tributes. If Peggy was a rebel, would that isolate her from the rest of the cast, especially during the games?

If you apped Peggy as OU she would have to start as a Tribute. But After her first arena you could have her go to District 13 to join the rebellion proper. Communication between the Capitol and 13 is currently limited, however there are opportunities for tribute characters to do rebellion things sneakily against the Capitol without going to 13.

Your other option is to app her as a panem born AU, in which case she could start straight in 13, like our Panem AU!Bucky
