Kira...! I'm here to share.withstandrp, a Jojo's Bizarre Adventure RP that's up on the moon. You'd have to ask for mod permission to app Kira (just so that all the Jojo characters are on the same page since it's based around SPW Foundation bringing them to the moon on the first place) but it suits your requirements quite well - it's medium paced and everyone gets to keep their powers via having it translated into Stand form, so you choose.

From Part 4 I've only got Rohan here but Johnny and Jolyne are around as well in terms of cast mates. I hope you'll consider it!

OH MAN we'd love a Kira at ryslig! It's medium/fast-faced and there are already a few Jojos here already but I totally understand if the premise puts you off but aaaa it's so cool to see someone playing him! Good luck finding a game!
