First of all, my kudos to anyone playing Raistlin. /fistbump

As for a game, [community profile] 3step_paradise fits your preferences! It's set in a city that acts as kind of a board game for gods of player characters' canons- said gods bring in the PCs as pawns in the game. We're on the slow-medium end of pacing, don't nerf powers (unless they're something world-shatteringly powerful and a special case, but we've got several powerful characters hanging around already, so I think anyone on your list would be fine), are small, and we are totally open for villains being as awful as they want to be. We have monthly events, but primarily run on player plots, so our villains get plenty of exercise. :D

I've enjoyed playing him elsewhere in the past. It's fun to play someone who is generally not very nice from time to time. >_>

That sounds pretty interesting! I will definitely look into it - I like the idea of there being an actual reason the characters are brought in rather than just, "Idk. They showed up." or whatever. Just so long as the gods don't knock over their pieces with the dice.

Agreed. I've never gotten to play someone with as shady morals as Raistlin has (especially in the later series, hoo boy), but negative CR can be a total blast if you ask me.

And yeah, that's one aspect about the game I do like. You can play it jamjar style and have characters come in with little to no explanation, but others come in as Advocates, who are technically working for their god(s) for whatever reason the players choose. They occasionally get extra things to do, though it's totally not necessary to have a character who is one, or even play someone who accepts the reason their god brought them to the city. I'm hoping to toy with that more later, myself. >:)
