Might I suggest gargleblasted as a good fit for Kaidan? We have a fairly large ME cast hanging around, all of whom are awesome, and the game hits most of your criteria. It's set in the universe of the Hitchhiker's Guide to the Galaxy (though you don't need to have any knowledge of that canon) on a space station called the SS Thor, where everyone is a refugee after their homeworld/galaxy/etc is destroyed. There's a main plot involving rebuilding homeworlds and a refugee-hating terrorist group, along with lots of player-run plots and monthly events, so there's plenty to get involved with, too.
