You should take a look at Asgard if you haven't already. We have a small hunger games cast that includes Annie, Rue, Peeta, Gale, Katniss and Finnick. It's definitely back tag friendly, DW based, and Comm based.

I was actually in Asgard months ago but couldn't keep up with the AC reqs. Then again, I didn't have that much of a cast to help me out :P I might take a look again.
