Have you heard about cyclicality? It seems to all of your guidelines. It is an AU game, but you have the option of either having your character arrive from canon or AUing them into the world of Avatar: The Last Airbender.

Essentially, the game is set in the world of Avatar: The Last Airbender / The Legend of Korra and during the latter show's time period. It's around a slow to medium pace currently, and the AC is 15 comments per month split between at least two threads. It's also very friendly towards minor characters, so I think Mona could do fine there. If you need any more details, feel free to let me know!
