Would you consider route_29? It fits pretty much all your requirements, though it is journal-based. I play Riku there, and would absolutely adore a Terra to play off of. :D The game's member list is updated actively, too, so if you'd prefer to use that as the reading page, it's almost like playing in a comm game.

It is a powerloss game and focuses on Pokémon, so I know that's kinda a hit or miss thing, and our current cast consists of my Riku, a Sora, Kairi, Naminé, Xion, and Roxas. c:

Well, if it helps, apps are always open. c: They just get judged every other week. And yeah, Route used to be huge, but now it's at a much more manageable size of... I wanna say 90-ish characters? It's definitely settled down since its inception.

Riku's a loser and named one of his Tyranitars after Terra, and he was bffs with Ven while he was around. Sora's post-3D, too, so he'd know all about the evil that is Xehanort.

Riku is SUCH a loser. He just tries to look cool to hide his inner sap. Probably helps that he's from early on, so he's not riddled with all those guilt issues yet.

He met Master Xehanort while he was around, tho'. That was something else.

I am okay with this. I am totally okay with this. I also think interactions with Sora have the potential for adorable shenanigans. And then there's Roxas... /snickers

I've seen a couple, but they're really rare. Route also had an Eraqus once, but that was a long, long time ago. We also had a Xemnas. XD I've been in-game since it started, so I've seen all the wild changes in the KH cast. It's been something else.
