I'd love to recommend kiseki_rpg (game ad here) for any of your muses (maybe Piper less so because I'm unsure how she'd fit in the setting, but...)! Kiseki is a pan-fandom, clamp-inspired game over on insanejournal that fits a lot of your preferences! We're a small game and tend towards medium-paced (we can be a bit faster during events, which tend to happen at least on a monthly basis), comm based and with an easy AC every two months (grand total of 35 comments or 1 open post).

We're CLAMP-inspired, like I said, which means manga like Kobato or Tsubasa or Card Captor Sakura. The game itself has a variety of events ranging from the fluffier, more slice-of-life to more horror-based or survival-based, and we have a lot of CLAMP-inspired events, as well! The game is jamjar and while we veer towards sol, most threads and events center around building CR both canon and cross-canon.

While I don't have any canonmates to offer you, we did have a Yuuki and Kaname in the past. So there are characters in game who still remember her and would be a nice basis for establishing some CR easily enough from the get-go.
