Tu Shanshu would love to have you. There is an overarching metapot, but the direction of the plot is mostly defined by character choices and actions. There is political intrigue, lots of opportunity for both Sol and Plotting. Plus a fabulous mod team and enthusiastic player base.

so we have a bit of a cast now at cerealia! it's hawke here from the end of act one, along with a merrill from the same point. then we also have a cassandra pentaghast who is right before skyhold but hasn't told any of the da2 folk anything about their fates. a fun time for all!

I am so on the wrong account for this, but hello! Have you considered maskormenace? The Dragon Age cast is small, but does exist (Hawke, which is who I play, Iron Bull, Sera, and an Inquisitor). Mask or Menace is a superhero game, in a sense that everyone who ends up there gets superpowers! Though keeping original powers certainly counts among those powers (Hawke has her magic and also a power where dogs follow her all the time, for example).

Right now the game's in the midst of the big modplot, which does make it look a little hectic, but it's spaced out in a way that allows for lots of player plots (sometimes they're sol, but we've also had a character curse an entire city, a player make up a new faction of bad guys seeking immortality, and so on).

I would definitely love an Anders! Though I admit Hawke's canon point is just after DA2 ends and she chose to off the poor guy, in case that's something you'd rather avoid.

Yeah, generally I'd prefer to avoid world states in which he's been killed. (And I'm not sure costumed hero stuff is really my speed, either.) But thank you for the offer!

Hey! I wanted to toss empatheias at you as a possibility. It fits your preferences quite well! It's a medium sized, medium paced game that has a good balance of sol and mod/player plots as well as a fantasy/steampunk setting. The game is based around emotions, which have the ability to manifest in unique ways!

Even more importantly, the emotions of the characters have great influence over how game events turn out. As one of the mods who helps with plot I can say that we've plotted out a plot and had to change it at the last minute because the emotions of the characters in the game managed to sway the outcome in a completely different way than we imagined.

We do not currently have a Dragon Age cast, but reserves are open now through the 7th, and apps open on the 1st, closing the 7th as well.
